Yes. Dual Camera records both cameras simultaneously into a single video, either picture-in-picture or split-screen. It needs an iPhone XS or newer, because capturing from two cameras at once is a hardware feature.

Which iPhones can record both cameras at once?

iPhone XS and newer. Older iPhones can't capture from two cameras at the same time, and neither can the iOS Simulator or the Mac and Apple Vision “Designed for iPhone” runtimes.
